Villa Plots in Bangalore: What Changed in 2026 and What to Verify Before You Buy

By Rajesh Sadhwani Updated 26 September 2026

Villa plots in Bangalore in 2026: the September 2025 conversion rule change, RERA on plotted layouts, real prices and nine documents to verify.

Quick Answer

Villa plots in Bangalore are individually titled residential land parcels sold inside a planned layout with roads, drainage, electrical infrastructure and boundary walls already laid. In 2026 the single most important change affecting them is statutory, not commercial. The Karnataka Land Revenue (Amendment) Rules, 2025, notified on 17 September 2025 under Notification No. RD-LGP/6/2025, removed the requirement for a separate Deputy Commissioner conversion order where land sits inside an approved master plan and conforms to its zoning. For those parcels, the planning authority now verifies the details, collects the conversion fee and issues a digitally signed conversion certificate directly.

Every buyer checklist circulating online still instructs you to demand a DC conversion certificate. On a growing share of Bengaluru parcels, that document no longer exists in the form you are looking for. The correct question in 2026 is which conversion regime the survey number falls under, and what record that regime produces.

TL;DR

  • The DC conversion certificate is no longer a universal check. Land inside an approved master plan and matching its zoning is treated as converted without a separate DC order under the September 2025 amendment.

  • Land outside master plan zones still routes through the Deputy Commissioner, who must decide within 15 days, with deemed approval applying if no decision comes within 30 days.

  • RERA covers plotted development. Any layout exceeding 500 square metres of land, or more than eight plots, must be registered before the promoter can advertise or sell a single site, under Section 3(2)(a) of the Real Estate (Regulation and Development) Act, 2016.

  • Published price data for Devanahalli land disagrees by a factor of eight, from Rs 1,100 to Rs 8,500 per square foot depending on the source. That spread is not error. It is three different products being described with one number.

  • Search demand is splitting. The generic term “villa plots in bangalore” is down 28 percent year on year while “luxury villa plots in bangalore” is up 67 percent (DataForSEO, Google Ads, India, August 2026).

The Conversion Rule Changed in September 2025 and Most Checklists Have Not Caught Up

Until last year, every parcel of agricultural land in Karnataka became buildable the same way. An application went to the Deputy Commissioner under Section 95 of the Karnataka Land Revenue Act, 1964, and an order came back in the DC's name specifying the survey number, the extent converted and the purpose. That purpose was fixed. Land converted for residential use could not quietly become commercial.

The Karnataka Land Revenue (Amendment) Rules, 2025 split that single path in two. Cyril Amarchand Mangaldas records that for lands within approved master plan zones conforming to zonal classifications, there is no need to wait for the Deputy Commissioner's prior permission, and the planning authority instead verifies details, collects fees and issues digitally signed conversion certificates. King Stubb & Kasiva notes the same reform introduced Rules 106B to 106F, mandating online filing and defined timelines, and aligning conversion with the Karnataka Town and Country Planning Act, 1961.

Here is where buyers go wrong. Two things are true at once and they pull in opposite directions.

The exemption is conditional. It applies only where the land is inside an approved master plan and the proposed use matches the zoning. Land zoned agricultural, green or buffer inside a plan is not automatically converted. A promoter who tells you the parcel is auto converted without showing you which zone it sits in has told you nothing.

Deemed conversion is not permission to have no record. The status still has to be traceable. On a master plan parcel you should be reading a digitally signed certificate from the planning authority. On a parcel outside those zones you should be reading a DC order, or the acknowledged application plus proof that the 30 day deemed approval window elapsed.

In practice I now ask two questions in a specific order. First, does this survey number fall inside an approved master plan, and which zone. Second, given that answer, produce the record that regime is supposed to generate. Asking for the DC conversion first produces confusion on half of North Bangalore inventory, and confusion is where forged documents get accepted.

RERA Covers Plotted Development, and Almost Nobody Checks

Buyers who would never touch an unregistered apartment project routinely buy plots on a handshake and a brochure. The law does not make that distinction.

Section 3(2)(a) of the Real Estate (Regulation and Development) Act, 2016 exempts a project only where the land does not exceed 500 square metres or where not more than eight units are developed. The Maharashtra appellate tribunal has held that these conditions are disjunctive: a plot development exceeding 500 square metres must be registered irrespective of the number of plots. Five hundred square metres is roughly 5,380 square feet. A gated layout of thirty villa plots covers many multiples of that.

So every serious villa plot layout in Bengaluru is registrable. When a plotted project is registered with the Karnataka Real Estate Regulatory Authority, the promoter has filed the approved layout plan, the title documents, the land conversion status and the development timeline with the regulator, and those filings are public. Section 59 of the Act exposes a promoter who fails to register to a penalty of up to 10 percent of project cost.

That means the conversion question above has a free second opinion sitting on rera.karnataka.gov.in. If the promoter's stated conversion position and the position filed with K-RERA differ, you have learned something important before spending a rupee on legal fees. I have written elsewhere on how to read a Bangalore project's RERA page line by line, and the method applies identically to a plotted layout.

Why Published Devanahalli Plot Prices Disagree by a Factor of Eight

Search for Devanahalli land rates and you will find the following, all published within the last twelve months.

SourceStated Devanahalli land rateDate
99acresRs 2,100 to Rs 8,500 per sq ft, average Rs 6,3002026
Coldwell Banker South IndiaRs 3,500 to Rs 6,000 per sq ft, plots, city wideDec 2025
OneCity PropertyRs 3,500 to Rs 4,500 per sq ft, Devanahalli beltMay 2026
NoBrokerRs 13,660 to Rs 16,381 per sq ft, landApr 2026
Godrej MSR City micrositeRs 1,100 to Rs 1,300 per sq ft, premium gated Rs 1,500Undated

The spread runs from Rs 1,100 to Rs 16,381. This is not sloppy data collection. It is five different products wearing one label.

At the bottom of that range sits raw or lightly improved revenue land some distance off the highway, often without approved layout status. In the middle sits BMRDA or planning authority approved layout inventory with infrastructure laid. At the top sits fully developed, RERA registered gated layout inventory from a national developer inside the immediate airport belt, where you are paying for approvals, infrastructure, a clubhouse and an exit market rather than for soil.

The practical consequence: a per square foot number for a plot is meaningless unless the seller states the approval status alongside it. When someone quotes you Rs 1,200 per square foot in Devanahalli and someone else quotes Rs 8,500, they are usually both telling the truth about different assets. The gap between them is the cost of everything that makes land buildable and saleable, which is precisely the cost buyers underestimate.

99acres records Devanahalli land rates changing by 5.0 percent over one year, 152.0 percent over five years and 350.0 percent over ten years. Treat the ten year figure as a description of a corridor that was farmland when the airport opened, not as a forward projection. The Blue Line airport metro is the next repricing event in that corridor, and it is already partly in the asking prices.

The Altitude Effect Applies Inside the Plot Market Too

A pattern holds across Bangalore's residential market and it holds inside land as well. The premium between a stronger and a weaker location widens as the budget rises, rather than staying proportional.

At Rs 80 lakh, a Devanahalli plot and a Doddaballapur Road plot are close substitutes, and buyers choose largely on price per square foot. At Rs 5 crore they are not substitutes at all. At that level the buyer is not buying square feet, they are buying an exit. The number of buyers capable of paying Rs 5 crore for land in Doddaballapur is a fraction of the number who will pay it inside the immediate airport belt or on the CBD fringe, and that thinness shows up as a discount on resale rather than as a discount on purchase.

This is why I am cautious with appreciation percentages quoted on entry level plots as though they apply to the whole market. The 130 percent and 188 percent corridor figures circulating in trade commentary describe peripheral land moving off a small base. They do not describe what a Rs 5 crore parcel does. The same arithmetic that produces spectacular percentages on cheap land produces the liquidity problem on expensive land in the same corridor.

The corresponding decision, for buyers weighing a plot against a built asset, is covered in luxury apartment or luxury villa in Bangalore, and the corridor level comparison in Hebbal versus Devanahalli.

What a Plot Purchase Actually Costs to Register

Karnataka's statutory registration cost on a property transfer is 7.6 percent of the higher of consideration or guidance value, following the August 2025 revision. Registration below guidance value is not available to you as a choice, for reasons set out in the guidance value reality.

Worked example

A 4,000 square foot villa plot in the Devanahalli belt at Rs 6,300 per square foot, using the 99acres average.

  • Consideration: 4,000 x Rs 6,300 = Rs 2,52,00,000

  • Statutory registration cost at 7.6 percent: Rs 19,15,200

  • Total to acquire the land: Rs 2,71,15,200

If guidance value on that survey number exceeds Rs 6,300 per square foot, the 7.6 percent applies to the guidance figure instead, not to what you paid. Check guidance value before you negotiate, not after. On plots the divergence between guidance value and market price is often wider than on apartments, because guidance revisions lag corridor movement.

Note what is not in that number. Layout charges, betterment charges, khata transfer and legal costs sit on top, and construction is an entirely separate transaction with its own tax treatment. Verify the works contract GST position with your chartered accountant before modelling a plot plus build against a finished villa, because the two structures are taxed differently and the difference is material at this ticket size.

The Khata Question on Plots

A plot with a defective Khata record is a plot you cannot register cleanly. Khata is a municipal record of who is liable for property tax on a property. It is not title, and it is regularly sold to buyers as though it were. The A Khata, B Khata and e-Khata distinction, and what a final e-Khata now means for registration, is set out in full in my piece on the Khata record.

For plots specifically, the sequence matters. Conversion status determines whether the layout could lawfully be formed. Layout approval determines whether the individual plot legally exists as a plot. Khata determines whether the revenue system recognises it. A break anywhere in that chain stops the transaction, and it usually stops it after you have paid an advance.

Nine Documents to Demand Before You Pay an Advance

  1. Conversion record appropriate to the regime. Either the digitally signed planning authority certificate for a master plan parcel, or the Section 95 DC order for a parcel outside those zones. Establish which regime applies before you ask.

  2. Approved layout plan. Sanctioned by the competent planning authority, with your specific plot number identifiable on it.

  3. K-RERA registration. For any layout above 500 square metres. Verify on rera.karnataka.gov.in directly, not on a third party aggregator.

  4. Mother deed and title chain. Continuous, unbroken, ideally thirty years. Gaps in a land chain are more common and more dangerous than in apartment chains.

  5. Encumbrance certificate. Covering the full period of the title chain you are relying on.

  6. RTC and mutation extracts. Showing how the parcel moved from agricultural record to its current status.

  7. Khata and current tax paid receipts. In the seller's name, matching the deed.

  8. Release deeds or consent from all co-owners. Ancestral land in the Bengaluru periphery frequently has more owners than the seller mentions.

  9. Guidance value printout for the survey number. Pull it yourself before negotiating.

Frequently asked questions

Which area is best to buy a villa plot in Bangalore?
There is no single answer, because the right corridor depends on budget band. Below Rs 1.5 crore, the Devanahalli, Bagalur and Doddaballapur Road belt offers the most approved inventory. Above Rs 3 crore, options narrow sharply and liquidity, rather than price per square foot, should drive the decision.
Is it good to invest in villa plots?
Land has historically outperformed built inventory over long holds in Bangalore's growth corridors, with 99acres recording Devanahalli land up 350 percent over ten years. The trade off is liquidity. A plot has a narrower buyer pool than an apartment at the same value, and it generates no rental income while you hold it.
Do villa plots need RERA registration?
Yes, where the layout exceeds 500 square metres of land or more than eight plots. The Act covers development of land into plots for sale even where no construction is involved.
Is the DC conversion certificate still required in 2026?
Not universally. Since 17 September 2025, land inside an approved master plan conforming to its zoning is treated as converted without a separate DC order, with the planning authority issuing a digitally signed certificate instead. Land outside those zones still goes to the Deputy Commissioner.
What is the difference between a BMRDA approved plot and a RERA registered plot?
BMRDA or planning authority approval means the layout plan itself is sanctioned. RERA registration means the promoter has filed disclosures with the regulator and is accountable for the timeline. They are different checks and you want both.
How much does registration cost on a plot in Bangalore?
7.6 percent of the higher of consideration or guidance value, following Karnataka's August 2025 revision. On a Rs 2.52 crore plot that is Rs 19,15,200.
Can an NRI buy a villa plot in Bangalore?
An NRI may acquire residential property in India under FEMA, but agricultural land, plantation property and farmhouses are outside that permission. The conversion status of the parcel is therefore not just a construction question for an NRI buyer, it is an eligibility question. The full position is set out in the NRI guide to buying luxury property in Bangalore.

Talk to Us Before You Sign

Land is the one asset class in Bangalore where the documents matter more than the address. A parcel that looks identical to the one beside it can carry a conversion gap, a co-owner who has not consented, or a layout that was never sanctioned. Those problems surface after the advance, not before it.
